it says i haven't been scouted (this artist has not been scouted), what does that mean?

Your art won´t appear in the art portal until you are scouted and people cannot rate it either (it can still be reviewed though).
To get scouted someone who is already scouted must first find you and find your work to be worthy of being in the portal, oh and you must have a minimum of 4 good pieces of art uploaded that you marked as public work in the uploading process.
